Anti Taliban Demonstration in DC

PAKPAC Executive Director Irfan Malik along with other Pakistani American residents staged an anti Taliban rally outside Willard Hotel in Washington at the time when President Zardari and President Karzai were staying at the hotel. The message of over 150 demonstrators made up of men women and children  was “End Talibanization of Pakistan”  The demonstrators met with Minister for Information Kaira, Special Advisor to President Farahatullah Babar, and Afghan Ambassador to US  - Ambassador Jawad, All indicated their support for the concern of Pakistani American’s and showed their willingness to work on checking Talibanization. Female Doctors' urgently needed to help Swat IDP's in Pakistan.

 

Washington DC May 29th: Ambassador Holbrooke today  appealed to Pakistani-America Diaspora of a desperate need of female doctors to provide medical care for IDP's from Swat.

 

PAKPAC asks its readers’ to share this request for help with their friends and other medical or professional organizations in USA and rest of the world. Please emphasize the urgency of this request. There are many of us who visit Pakistan during  summer break, please take time off during your visit to help IDP’s from Swat

 

 

This effort is being coordinated with International Medical Corps (IMC).  With Peshawar as its base, IMC provides medical treatment to affected people in Swabi, Mardan, and other nearby areas.  We envision small teams of 4-5 volunteers serving for 3-4 weeks at a time.  If you are available for less than three weeks or can volunteer for a longer period of time, we will try to accommodate as best we can.

 

 Volunteers are expected to cover airfare costs.  IMC has the ability to provide lodging, local transportation, and security – but to finalize that, we need more details from you.  Please provide me with the following information as soon as possible:

 

·        Availability – when you can arrive for volunteer work and for how long

·        Professional Specialization – we do not want to duplicate specializations for teams going to sites

·        Contact Information:  Full name, email address, phone number

 

Once we receive this information, we will develop a schedule for volunteers, finalize lodging and security costs, and follow up with the necessary paperwork.  Since the crisis and needs are urgent, it is our hope to send the first batch of volunteers out as soon as possible.  However, since schedules need to be adjusted and travel arrangements made, we should aim for mid-to-late June. 

 

It goes beyond repeating the urgency of this call, people of Swat are suffering. Amongst the weakest of the IDP’s are  women and children, they are in dire need of medical help, according to one estimate there are over 70,000 pregnant women and hundreds of thousands of children amongst the IDP’s.

 

REPORT ON PAKISTANI-AMERICANS VIEWS TOWARDS RISE IN EXTREMISM IN PAKISTAN

WASHINGTON DC: In order to better depict the views of the Pakistani-American community toward rise of extremism in Pakistan, PAKPAC undertook a web-based survey. This survey was sent to 3,000 e-mail recipients, of whom 205 responded before the survey closed.  A set of eleven questions were part of the survey. PAKPAC believes that results of this survey should provide insight into the views of the Pakistani-American community, which can be an important source of information for American policymakers as they consider policy issues and select mechanisms to resolve challenges in the South Asia region. Based on this survey, the Pakistani-American community clearly feels there are opportunities to improve mutual understanding and alignment between US and Pakistan.

The salient findings of the survey are:

  • 94% of the respondents are of the view that extremism poses a problem for Pakistan

  • Pakistani-American community believes that a third of their fellow Pakistani-Americans and half of Pakistanis in Pakistan are in denial about the issue of extremism

  • 79% of survey respondents felt that it is in Pakistan’s best interest to participate in  “war on terror”

  • Pakistan’s current political parties or their leaders are not held in much esteem by Pakistani-Americans

  • Most feel that important issues faced by Pakistan are governance, followed by extremism, lack of appropriate education and lack of justice in Pakistan.  

  • Most believe that Kerry-Lugar bill would not be effective with conditions attached to civilian support part of the bill.

  • Pakistani-Americans are least confident of President Obama’s Afghanistan/Pakistan policy

  • Have a high disapproval rating for Pakistan’s Interior Minister

  • Pakistani Americans are critical of Pakistan’s media role in curbing extremism

PAKPAC Applauds Pakistani Civil Society's Efforts against Extremism

WASHINGTON DC: The major Pakistani American advocacy group has commended different sections of the Pakistani civil society including political and non-political religious parties for their open opposition to extremism and Talibanization in Pakistan. A vast majority of the Pakistanis have rejected extremist and obscurantist position of the defunct Taliban Movement. Regrettably, such positive news are not finding much coverage in US TV and print media, PAKPAC has therefore taken on itself to distribute these positive developments to our readers.

In Islamabad, students from several universities and colleges took out a huge rally to oppose and condemn Talibanization in Pakistan. They called for strict action against the extremists. In Karachi, writers, lawyers, artists, students, and other sections of the society have initiated a petition to condemn extremism. The petition will be signed by the thousands before being sent to the prime minister and president. Similar campaigns from across Pakistan have been reported in the Pakistani media.

 Members of the PAKPAC stand by their brothers and sisters in Pakistan in their efforts to oppose and stop the spread of extremist hateful ideology in Pakistan. We believe that the Pakistan envisioned by its founder Quaid-e-Azam Muhammad Ali Jinnah will stay a modern, democratic Islamic state which respects and protects its minorities, and offers equal opportunities to all of its citizens," said Saud Anwar, President of PAKPAC. He said his group is heartened by the response of the Pakistani civil society and Pakistani Americans to the menace of extremism in Pakistan.

 Almost a million strong Pakistani American community and its organizations, including PAKPAC, have voiced their concern in unison over the spread of extremism in Pakistan. Last week a large number of Pakistani Americans held a protest rally in front of the Embassy of Pakistan in Washington and handed a petition to the embassy officials. The petition was signed by thousands of Pakistani Americans urging the government of Pakistan to act decisively and strongly against the extremists and terrorists.

 "Pakistani Americans remain steadfast in their opposition to Taliban and their divisive ideology. Islam is a religion of peace and urges its followers to respect the rights of women, minorities, and the weak. We believe that the version preached by the Taliban is misguided and not the real Islam," Anwar added.

 

PAKPAC Urges President Obama to Visit Pakistan

Washington DC: PAKPAC, a nationwide Pakistani American advocacy group, applauds President Barack Obama's efforts to reach out to the Muslim world with his planned address from Cairo on June 4, and is urging the President to also include a short trip to Pakistan in his itinerary.

 President Obama, during his campaign and at the inaugural address, has made it quite clear that his administration will be reaching out to the Muslim world to improve relationship with Muslim countries. He has thus raised the level of hope for a real change in our nation’s foreign and domestic policies. Pakistan, the second largest Muslim country of 170 million, should be another stop on President Obama’s visit in the Middle East.

 Millions of people in the Swat region have become homeless, and are forced to live in tents under extreme weather conditions. These men, women and children are paying a phenomenal personal price for a war for which we the Americans, in the words of Secretary of State Hillary Clinton, bear the primary responsibility for what happened during and after the Afghan war.

Now is the most opportune time for President Obama to visit Pakistan to affirm America's steadfast support to the people of Pakistan. His visit will give a major boost to US goodwill amongst Pakistanis, while building confidence of Americans in Pakistan.

President Obama’s administration has repeatedly acknowledged the centrality of Pakistan in US foreign policy. Such a trip will also strengthen Pakistani government's efforts to eradicate pockets of extremism in Pakistan. President Obama can use his trip to Pakistan to address not only the issues faced by Pakistanis, but also reinforce his call for greater partnership with the Muslim world, and assure them that US is not at war with Islam. PAKPAC believes that this visit will also be the right time for the President to announce a larger aid for the displaced people of Swat.##

Obama Needs to Look to the Future Shuja Nawaz

As President Barack Obama prepares to address the Muslim World from Cairo on Thursday this week, he would do well not to dwell on the past but to look to the future.

What is the message they wish to hear?

• The US will match its deeds to its words. It will no longer talk of democracy while supporting and propping up autocrats in the Muslim World;
• It will help open up societies, using moral suasion, new technologies, and by aligning itself with the forces of moderation and progress;
• It will help create jobs by investing in the infrastructure of the Muslim World, while laying the foundation for the future with aid for education rather than military hardware; and
• It understands the angst and the anger of the youth of the Muslim World and supports them in their quest to stay true to their Muslim roots while reaching for the fruits of democracy and progress that youth around the globe seek. Read complete article

President Obama’s audience too will want to hear that we are moving past the failed paradigms of the past and that we are finally ready to engage with Muslim communities everywhere in a spirit of respect and humility. They want to hear that America hears their concerns and shares their aspirations. They will listen for echoes of “Ich bin ein Berliner” — in meaning, not just rhetoric.

 

So many Muslims are predisposed as never before to listen to this American President, but real skepticism about our intentions persists. Is Pakistan collapsing? How far are the Taliban from Islamabad? Can al-Qaeda grab the country’s nuclear weapons? These are the types of questions raised every day by the American media, academia and policy circles. And these are critical issues, given the nature of the evolving crisis in Pakistan. The approximately two dozen suicide bombings in 2009 so far, 66 in 2008, and 61 in 2007, all of which have targeted armed forces personnel, police, politicians, and ordinary people not only in the country’s turbulent northwest but also in its major urban centers, indicate the seriousness of the threat. A major ammunition factory area located close to some very sensitive nuclear installations in Wah (Punjab) was targeted by two suicide bombers in August 2008, an act that sent shudders across the country’s security establishment. NATO Should Help in Pakistan  Leo Michel and Shuja Nawaz

Pakistan needs help.  President Asif Ali Zardari and army chief General Ashfaq Kayani, who were publicly urged last month by Defense Secretary Robert Gates to "recognize the real threats to their country," have sent a considerable military force to staunch the spreading extremist threat in the Swat region near Afghanistan.

But now they are struggling to cope with a reported exodus of over one million Pakistanis – perhaps the largest in the troubled nation's history after the flood of refugees at the time of independence – who want to escape the fighting.  The UN High Commissioner for Refugees recently warned:  "This is a huge and rapidly unfolding emergency which is going to require considerable resources beyond those that currently exist in the region." The New Hampshire community is having a fundraiser for the internally displaced people in Pakistan on JUNE 13, 2009 at Manchester Community College at 6pm (please see flyer).   The funds collected that night will be used by the Association of Pakistani Physicians of New England (APPNE) to help the people locally.

PAKPAC President & BOD’s to meet with Ambassador Holbrooke on June 12th

Congressman Cummings (D-MD) after meeting with constituents from his district,  has organized a meeting with Ambassador Holbrooke on June 12th at Capital Hill. This meeting the first of many will focus on Pakistanis' needs, how best they can be achieved, and what role Pakistani American Community can play in developing long term US-Pakistan relationship. PAKPAC President and BOD will attend this meeting; they have prepared a list of talking points for this meeting. PAKPAC takes this opportunity to thank Ambassador Holbrooke for his efforts in helping IDP's from Swat, in particular the pledge of addition $200 million in humanitarian aid from USA PAKPAC urges  government and citizens of Pakistan to ensure that aid for IDP's is properly utilized and fully accounted for.

Congressman Cummings champions Pakistan issues

PAKPAC Executive Director Irfan Malik and Dr. Chotani arranged a breakfast meeting with Congressman Cummings at Nayab & Janet Siddiqui’s home on Sat June 6th. A list of talking points was prepared that were presented to Congressman. The Congressman was very empathetic to the situation in Pakistan and make strong and bold statements in support of the cause and to provide help in persuading the administration to do more. He took upon himself these action items:

1)      To write a letter to Secretary Clinton and ask her to increase monetary support for IDPs to $1 billion. Copy of Congressman Cummings letter to Secretary Clinton.

2)      Setup a meeting of Pakistani Americans with Ambassador Holbrooke, this meeting is scheduled for June 12th.

3)      To discuss the situation with other members of the Pakistani Caucus and share this experience and to encourage them to support the cause.

4)      Make a statement on the House Floor about the current situation in Pakistan to ensure that all Representatives are made aware of the concerns and ask that they support the cause. Congressman Cummings made this statement on house floor on June 2nd, see statement.

Congressman Cummings called upon all Pakistani Americans to educate their Congressperson about situation in Pakistan. According to Congressman Cummings there are more chances of your Congressperson voting for your concerns if s/he has a better understanding of them. PAKPAC reminds its readers to call upon their Congressperson and schedule a meeting with them, explaining to them the issues faced by Pakistan.

Congressmen Van Hollen, Ellison, & Carson write to Secretary Clinton

In response to Congressman Cummings plea to Pakistani Americans to contact their Congressman for support for Pakistan issues, Tufail Ahmad from Maryland was able to convince Congressman Chris Van Hollen (D-MD), Congressman Keith Ellison (D-MN) and Congressman Andre Carson (D-IN) to write a letter to Secretary Clinton asking for further  support for Pakistan. The three Congressmen are pushing for stronger long term US-Pakistan relationship.

PAKPAC Executive Director meets with Foreign Minister

PAKPAC Executive Director Irfan Malik met with Pakistan’s foreign Minister Shah Mahmood Qureshi in Washington DC. Also present at the meeting were Ziad Allahdad, Ambassador at large Nasir Ali Khan, and Shamoun Idrees – who had facilitated this meeting. Foreign Minister apprised the group of their meetings with President Obama and Secretary of State Clinton about US-Pakistan and India-Pakistan relations. We also discussed the role and responsibilities of Pakistani American Community, and how community’s work can be supplemented by US administration and Pakistan government. The group laid groundwork for the proposed meeting in New York on May 9th between Foreign Minister and Pakistan community in particular the mission and vision of the proposed American Pakistan Foundation.

 

PAKPAC applauds introduction of “Enhanced Partnership with Pakistan Act of 2009’’ -S962

PAKPAC applauds Senator Kerry for introducing “Enhanced Partnership with Pakistan Act of 2009 Bill # S962. The salient features of the bill recognizes the need for economic aid for Pakistan and draws upon the gain in goodwill for USA amongst Pakistani’s with USA’s support during 2005 earthquake. The bill aims to help transform the relationship between the U.S. and Pakistan: instead of a transactional, tactically-driven set of short-term exercises in crisis-management. IDP’s from Swat need your urgent help.

Washington DC May 22nd: PAKPAC has been actively pressing the case for humanitarian id to be provided to IDP’s from Swat. As Military action continues in Swat valley so does the exodus, according to latest count the number of IDP’s has reached 2.5 million and still rising. As these Swati’s loyal to Pakistan fled their homes for safety, Taliban are recruiting young men from the area through intimidation and coercion, and raising money through extortion. Reports from the Swat’s major cities indicate that Swati’s are trying to expel Talibans from their cities and villages.

The world cannot sit and watch this tragedy unfold in front of us. Secretary of State Hillary Clinton announced on Tuesday May 19th $110 million of US assistance for the IDP’s while we thank Secretary Clinton for her being proactive in this regard, PAKPAC is of the opinion that amount is a down payment for more to be done. PAKPAC is urging the international community to increase the level of aid committed for these IDP’s from current goal of $600 million to $1 billion, even at the increased level it still is only $400 per person. Imagine how difficult is to get your life back with such small amount. PAKPAC has reached out to US Congress, State Department, and United Nations making them realize the need and urgency of the moment.

Pakistani-Americans need to do their part in helping IDP’s from Swat. We encourage you to have meetings setup with your Congressional leaders, educating them about situation in Pakistan, and helping them formulate US-Pakistan policy.

USCIS Updates Information on FY2010 H-1B Petition Filings

 WASHINGTON—U.S. Citizenship and Immigration Services (USCIS) today announced information on the number of filings for H-1B petitions for the fiscal year 2010 program.

 

USCIS has received approximately 45,500 H-1B petitions counting toward the Congressionally-mandated 65,000 cap. The agency continues to accept petitions subject to the general cap. 

 

Additionally, the agency has received approximately 20,000 petitions for aliens with advanced degrees; however, we continue to accept advanced degree petitions since experience has shown that not all petitions received are approvable. Congress mandated that the first 20,000 of these types of petitions are exempt from any fiscal year cap on available H-1B visas.   

 

For cases filed for premium processing during the initial five-day filing window, the 15-day premium processing period began April 7. For cases filed for premium processing after the filing window, the premium processing period begins on the date USCIS takes physical possession of the petition.

USCIS will provide regular updates on the processing of FY2010 H-1B petitions. The updates can be found on the USCIS Web site at www.uscis.gov/h-1b_count.

Permanent Resident Card Production Delays

USCIS is announcing that applicants may experience up to an eight week delay in the delivery of their permanent resident card while we are in the process of upgrading our card production equipment.  USCIS Field Offices will be issuing temporary evidence of permanent residence in the form of an I-551 stamp to applicants approved for permanent residence at the time of their interview.  You will need to take your passport to your appointment.  If you do not have a passport, you must bring a passport style photo and government issued photo identification to receive temporary evidence of permanent residence.

If the application is approved subsequent to your interview or by a Service Center or the National Benefit Center, the applicant should bring the above documents to an INFOPASS appointment to be issued temporary evidence of permanent residence in the form of an I-551 stamp.

New Surveillance Rules Threaten FBI Relationship With Muslim Groups

Under the new Attorney General Guidelines — adopted by former Attorney General Michael Mukasey, and which the Obama administration has not revoked — the FBI may use physical surveillance; interview a person’s neighbors, landlord, colleagues or friends; retrieve personal data from commercial databases; and recruit and assign informants to spy at political, religious or other meetings — all without evidence that the target of the investigation has done anything wrong.

A coalition of Islamic groups is now calling for Muslims to stop cooperating with the FBI’s efforts to work with Muslim communities to target potential terrorists. Full report

During questioning by U.S. Senator Russ Feingold (D-WI) at a Senate Judiciary Committee hearing, Homeland Security Secretary Janet Napolitano committed her agency to a top-down review of documented cases of harassment of Muslim American travelers (or those perceived to be Muslim) and a review of laptop and data device search and screening practices at border checkpoints.  She also committed to report back to Congress.

 Muslim Advocates welcomes Secretary Napolitano's commitment to these reviews.  As Senator Feingold mentioned in his remarks, Muslim Advocates recently released a report, Unreasonable Intrusions, which chronicles the harassment of Muslim American travelers (or those perceived to be Muslim) returning home from overseas visits. Muslim Advocates' report reveals that U.S. Department of Homeland Security Customs & Border Protection agents have systematically questioned individuals about their political beliefs, religious practices, and charities they support.  Agents have also sought to review and copy business cards, credit cards, and data on laptops, digital cameras and cell phones.  These interrogations and searches are taking place without evidence that the travelers have engaged in wrongdoing.

Deputy Mayor Arif Ali Khan takes up  position of  Assistant Secretary in Department of Homeland Security

 

Los Angeles Deputy Mayor Arif Ali Khan has been appointed Assistant Secretary for the Office of Policy Development in the Obama Administration's Department of Homeland Security. His current boss, Mayor Antonio Villaraigosa, has good things to say in a statement.

“Arif Alikhan has been instrumental in advancing my administration's central priorities of preparing Los Angeles to respond to natural disasters and against the threat of terrorism, increasing public safety, and putting 1,000 new LAPD officers on our streets,” said Mayor Villaraigosa. “I wish him luck as he assumes this new role with the Obama Administration, and look forward to his continued efforts to help protect Los Angeles and our nation's cities."

Mr. Alikhan graduated with honors from Loyola Law School, Los Angeles in 1993. He graduated cum laude from the University of California, Irvine in 1990 where he earned a degree in Social Ecology with an emphasis in Criminal Justice, Criminology and Legal Studies.  Complete story

The Pakistani American Public Affairs Committee (PAKPAC) is a nationwide, membership based, non-profit lobbying organization registered with the United States Federal Government. PAKPAC’s mission includes advancement and strengthening of U.S.-Pakistan relations. It is organized to be a unified voice on issues and concerns common to the Pakistani American community. PAKPAC’s focus includes an active environment to foster greater political and civic engagement amongst the Pakistani Americans. PAKPAC is also focused on collaborating with other regional and national Pakistani American organizations to ensue increased efficacy and reduced duplication of the stated goals. PAKPAC along with our affiliates is working to serve as a watch dog for inaccuracies and bias in media coverage about Pakistan and Pakistani Americans. We are also involved in educating media groups, journalists, politicians, academicians and members of think tanks about views of concern and importance to the Pakistani American community
